R.Power Nears Completion of 127 MW Scornicesti Battery Storage Project in Romania

R.Power has moved its first utility-scale battery energy storage system in Romania into the final stage of construction, with the 127 MW/254 MWh Scornicesti project in Olt County now awaiting its connection to the national transmission grid in late 2026 or early 2027.

Rising Momentum in Romanian Utility-Scale Energy Storage

The European independent power producer says the asset is on course to be among the first utility-scale BESS facilities to enter operation in Romania and one of the largest of its kind to come online anywhere in Central and Eastern Europe.

The advance of the Scornicesti project comes against the backdrop of rising investment activity in Romanian energy storage, evidenced most recently by a USD 67.24 million financing package secured in November 2025 by developer Aukera for a 250MW battery storage facility elsewhere in the country.

What Has Been Built So Far

Physical works on the site began in spring 2026, with EPC contractor Parapet executing the construction under the supervision of R.Power's own in-house EPC management team.

In the three months leading up to the current stage, the crews have completed the laying of foundations and installed the full complement of equipment on site: all 46 battery units and 23 containerised medium-voltage transformer stations.

With these installations in place, the project is now positioned for its concluding construction phase before interconnection. The planned link to Romania's national transmission grid is scheduled for late 2026 or early 2027, after which the facility is expected to begin commercial operation.

A Direct Link to Transelectrica's Grid

One of the defining technical characteristics of the Scornicesti project is its connection arrangement. Rather than interfacing with the distribution network, the battery system will connect directly to the high-voltage national transmission grid operated by Transelectrica.

R.Power characterises this as a major undertaking that goes well beyond a standard grid connection and has demanded extensive design work. The direct transmission-level connection is central to the asset's intended function.

Once operational, the company says, the project is set to serve as a strategic energy asset for Romania's national energy system, providing stabilisation support at a utility scale.

The USD 51.55 Million Financing Package

The financial underpinning for the project was put in place in June 2026, when R.Power closed a USD 51.55 million financing package.

The largest component consists of USD 49.31 million in investment and bridge financing provided by the European Bank for Reconstruction and Development, a multilateral institution active across the region.

The remaining piece of the package is a USD 2.58 million bank guarantee issued by Polish development bank Bank Gospodarstwa Krajowego.

That guarantee secures a long-term optimisation contract with regional trading partner GEN-I, an arrangement that will govern how the storage asset is commercialised once it enters operation.

Ownership Shared with Eiffel Investment Group

Scornicesti is not held outright by R.Power.

The project is co-owned through a joint venture with France's Eiffel Investment Group, a partnership the two companies announced in October 2025 for the 127MW Romanian battery storage facility.

The joint venture structure has carried the project through financing and construction to its current stage.

What the Asset Is Meant to Do

R.Power has framed the project's role in terms of system stability rather than simple energy arbitrage.

Florin Federenciuc, the company's country head for Romania, said the Scornicesti BESS will actively support the stabilisation of the country's energy system as a utility-scale asset connected to the national transmission grid.

"By integrating BESS at the heart of its energy transition, Romania is strengthening its grid resilience and supporting the roll-out of renewable energy generation," Federenciuc said.

That framing places the battery within the broader challenge facing the Romanian grid: accommodating growing volumes of renewable generation while maintaining reliability. A large battery connected directly at transmission level, on the company's account, contributes to both objectives.

Scornicesti Within R.Power's Regional Storage Push

The Romanian project does not stand alone in the company's pipeline. Scornicesti forms part of R.Power's wider European battery storage portfolio, which comprises 0.9 GW/3G. Wh of storage capacity that is either operational or under construction across Central and Eastern Europe.

Beyond that operating and construction base, the company holds a further 0.7 GW/2.8 GWh of commercialised, ready-to-build storage projects, giving it a substantial runway of future development across the region. Poland is one of the markets where that pipeline is advancing.

R.Power has appointed EPC contractors for battery energy storage projects there, with that announcement made in July 2026. The parallel construction activity in Poland and Romania illustrates the company's multi-market approach to storage development in the region.

A Sector Gathering Momentum in Romania

The progress at Scornicesti coincides with broader momentum in Romanian energy storage finance and development. The Aukera transaction, a USD 67.24 million financing for a 250 MW Romanian BESS secured in November 2025, is cited as an indication of growing investment activity in the country's storage sector.

Together with R.Power's own financing closing in June 2026, these transactions point to an emerging market for utility-scale batteries in Romania, one in which international lenders such as the EBRD and development institutions such as BGK are participating alongside private capital.

As the first of R.Power's Romanian storage assets to approach completion, Scornicesti is positioned to test that thesis in practice when it connects to the Transelectrica grid in late 2026 or early 2027.
